This seems like an overcomplicated and bad version of the idea that's just "make the proto set upgradeable to the 1* equivalents (frost gun/zapper, edges, firecracker/cold snap/static flash, breaker armors".

Proto gun => Some frozen gun
That's a 1 star example it could only match the power of maybe a frost gun or something of its 1 star level but it has the capability to become a more personal and useful weapon.
