This 1star item will generate 1 elevator pass everyday. This elevator pass will make your first elevator free. For each it will generate more elevator passes.
Example: 2* = 2 passes every day.

So what you're suggesting is basically free elevators each day.
First, I'd suggest you call them "Elevator Tickets" since folks might confuse it with "Elevator Pass" which is an item that lasts a month and allows free elevators in that month.
Anyway, on to business. No. This would inflate the price of CE, which would mean it costs more to make items and progress in the game.

Anyways, you can get the pass without a credit card....
Im listing a few...
Buy Steam Cards in GameStop ($20-50) the employees will be happy to find it for you.
You can also go to other stores like Target and Best buy to get a card too...
Drop the Coins in a nearby Coinstar. (select Rixty min. $5 but $6 for a pass/och) Then go to the buy energy on this site select the pass/och using Rixty and follow the steps.
Or, get lucky in TF2 (salvage crate...) and sell it to the steam market for $15-20. (the rarely luck comes to those that needed it). And buy a pass here in SK.
