I had the same issue, too. I filed a bug report in-game as well. There is literally no way to scroll - clicking on the arrows, keyboard, or dragging. It keeps bouncing back to the start as soon as it even STARTS to move in the other direction.

Find some scrollbar somewhere else to check. Maybe a keyboard key that does just that is stuck.
