I'm planning to get an elemental Brandish and Alchemer. out of the Iceburst, Fireburst, and Shockburst brandish; and the Cryotech, Firotech, and Shockburst alchemer; which is the best combo to have?

If this is for lockdown, I would say cryotech and voltedge.
You freeze them with cryo first, then kill with the voltedge.

I'm afraid I must agree with the other two posters, you, OP, need to specify where you're going to be using this loadout. Unlike many other RPG's there is no ultimate loadout. As Bopp pointed out you'll be significantly disadvantaged when going against Beasts, Gremlins and Fiends; though I would contend that Combuster (fireburst brandish/blazebrand line) is good enough by itself against jellies given the wave of damage it produces. That's not exactly a fully game applicable loadout though, you'll be hard pressed to find one, since it would be detrimental to OOO's financial model to have one all powerful set.
In lockdown, yes Combuster + Storm Driver are a suitable pair as well, since it will provide a good bit of player control and allow for powerful range attacks from the combuster, but you would probably be better served by a flourish in that case.
I would say Combuster and Storm Driver. On Voltedge and Glacius, monsters often don't ride the entire charge attack, so the attack doesn't do as much damage as it could, and the monsters aren't knocked back a predictable distance. Combuster doesn't have this defect, because fire doesn't interrupt the monsters like shock and freeze do. Meanwhile, Storm Driver's shock is really useful for disabling monsters, and its damage output is great (although Nova Driver does more immediate damage).
I'm not sure why you're planning a loadout consisting entirely of elemental weapons. Is this for Firestorm Citadel? In other areas of the Clockworks, the loadout won't work very well, because you'll be weak against gremlins and beasts, and not great against slimes and fiends either. In general, you'd like to carry two different non-normal damage types. If this idea is new to you, consider reading my detailed sword guide.
Edit: My advice was for PvE, not PvP.
