Right now its around 600-700
Right now its around 600-700 CE per 1$. So 20$ is something around 12-14k CE. Dont buy game, just wait for somebody talk to you what hes looking for, tell him ur price for 1$ and if he will like to trade THAN buy the game. Buying game earlier had some risk - you can be stuck with this game in ur invenetory for long time, couse nobody will be interested in it. Other option is to wait for good promotion on Steam, and buying popular games when those are 75% off and re-sell for little bit higher price than you paid for it in CE on forum by making thread. But imo my personal opinion is: make thread on forum something like "Have 20$ Steam wallet, will buy and trade games for CE". Should be good.
Also my advice is: check out forums, couse u can not sell anything for 700CE = 1$, becouse somebody else is selling for 600CE=1$.
You can always try to talk with most known traders here like Egomaster, Dando Real [ITA] or kiwj. Maybe they will give you some advices or somethig as ur seniors in trading xd
