For just the suggestions section only, there could be a bar that says likes and dislikes. If you like a thread, press the like. Dislike it, and press dislike. There also can be a section filled with topics with lots of likes for the devs to consider.

How about a system where you can like and dislike ideas, but to successfully "dislike" an idea it is required that you fill out a short (or long) form/box with a description/constructive criticism with the dislike since it takes more effort to tell someone why you think their idea isn't as good as it could be as opposed to saying "Yeah, it's cool", so it deters lazy trolls from screwing up the vote balance.
For the description/criticism box, I'm thinking a minimum character count of 10 and you can't repeat the same character more than 5 times in a row or something, if that's possible?
I think those two things would make it pretty easy to pick out trolls 'cause they'd have to type something like "asdakjshdkjas" along with the dislike to get around the character count and the restriction on repeated characters, how effective do you think that would be at identifying trolls?

also, that would annoy people. I know that because in a forum the minimum to post anything is 20 letters, and there were people complaning with "remove the 20 letters" red in capital letters dimension 42 15 times in a post per 10 post, causing a glitch in the background that made designers mad so they cancelled the topic and banned the guys for a month or so. you don't want that.

Despite the hilarity of a suggestion about suggestions, this won't change much. Though it would all be in a good way
It would definitely be better than everyone writing +1 as you'd actually be able to see how many likes and dislikes there are. However, there will always be a problem with grumpy knights who hate on everything or trolls that will think that pressing the dislike button is funny.
