Yes, that is correct. There is no date on when they'll come back, however.
And yes, nothing expires from event to event, so you can still get the book, and any pages which you may have can still be used. Same goes for Fetishes.

You can also get the book from the AH but IDK if anyone has it anymore.
No you can not find BKs anymore.
If you happen to buy a book, you can still use it. You can find the area in Moorcraft Manor. Margrel is still available, and the kats will return eventually (as they have said).
If you have kat tribes, you can still redeem them as well.
