Because game companies need to spend a lot of time on coming up with ideas that players will like, why not ask for guidance from...the players!
I understand that something along these lines has already been suggested, only a level designer.
The workshop would work much like the steam workshop, only you would also get to choose some stats it would have.
Then the community swoops in and upvotes or downvotes it.
Yes, the suggestions forum somewhat fills this purpose. But the forums is a rather poor way to suggest new items.
You can't directly upload images onto it, but with the workshop you could upload 3-D models and animations.

Are you referring to something based off of the Steam workshop or a spiral knights thing for the steam workshop? Remember that not all knights are steam based and we don't want to alienate them any more than OOO did with the OCH steam trade thing. Besides that, it seems pretty good to me.
