The most expensive loadout? Hmm... Ok, I will base my assumptions on market's value. (Some of the values below will be guessing, correct me if I am wrong.)
White Tabard with Shadow Dragon Wings, Hacked Aura and Divine Wolver Tail.
Total CE: 20k + 45k + 50k + 20k = 135k CE
White Chapeau with Prismatic Mech'tennas and Prismatic Round Shades.
Total CE: 85k + 30k + 25k = 130k CE
Skolver Coat Pierce Max Ele Max Shadow Max, Skolver Helm Pierce Max Ele Max Shadow Max.
Total CE: 120k + 120k = 240k CE
Electron Vortex CTR VH, Divine Avenger ASI VH+CTR VH, Argent Peacemaker ASI VH+CTR VH, Voltedge ASI VH+CTR VH.
Total CE: 45k + 55k + 40k + 50k = 190k CE
Darkfang Sheild.
Total CE: 150k CE
Total CE for the whole loadout:
190k + 130k + 135k + 150k + 240k = 845k CE
Total Crowns for the whole loadout: 7500 cr per 100 CE
(845k x 7500) / 100 = 63,375,000 crowns.
Oh well...
I guess I've made some wrong measurements, but in the end, the total cost for the most expensive set wouldn't be less than 55 million crowns for sure.

Wings and a tail? Well things just got ugly fast.. Seeing things with both wings and a tail usually makes me disgusted but there is a few costumes with gen 1 wings and a cat tail that aren't as horrible looking.. as some of those wolvers with tail's tails and wings.

Add effective family bonuses. Give some elemental weapons some Undead or Construct VH. Or you can just have Sleep MAX stuff, Zee Cores, or if you could have the Magikat Hat back in the game. Dat Ban Stick. =)

Just like beta armor, it is available only to those who fulfill an arbitrary requirement... except that beta armor was given out more freely.
And what about the deadly dark matter bomb? There are probably less of those out there than beta armors.

I'm looking at forcible rarity, not rarity as generated by community choice (like the Deadly Dark Matter Bomb). The bomb could cease to be rare within the next hour, but Groundbreaker will always be rare.
GM armor was always unattainable, so it is disqualified. We're referring to equipments that were/are attainable.
Do you think we should stick to armors that are always attainable, albeit ones that are both rare (by community choice or by drop) and expensive?

GM armor is perfectly attainable, as it exists inside of the games code. It is just unattainable given our current resources- that is, most of us are incapable of becoming GMs, and cannot attain the armor. However, most of us *could* buy a beta account, and as such, that IS on the table for most of us. But, there are the few that are wealthy enough to bribe Nick into giving them GM armor, or otherwise capable of legitimately getting a job as a game master.
I would even go so far as to say that armor that doesn't exist should be on the table for this if groundbreaker is. The price of buying such an armor would require being a developer, which would cost you quite a bit to become.
All four pieces of combat equipment must have triple maxes, the 2 body pieces must have an aura, tail and wings, and the 2 helmet pieces must have a halo. All accessories should be divine, volcanic, prismatic or shadow where applicable
