Currently the only way to get one is to buy it off another player, which will cost you a very nice chunk of CE. It is a random drop from Black Kats when there is a Black Kat event going on otherwise (rare).

you can't get them anymore. Until OOO opens aa sort of Black Kats again.
No one can get it anymore.
