Is this worth a lot?
Should I sell it? Or should I use it and try to upgrade it to tier 4 like I was originally planning to?

Should I sell it? Personally I would upgrade it to 5* (keeping the uv of course) and then sell it. You can use the profits to make/purchase a grey owlite or volcanic plate shield and still have energy to spare
