Is it possible to get UVs by buying an item from Brinks the token trader? I see some sealed swords with UVs.

Nope, you havn't the slightest chance of getting a UV of brinks. You have to go and roll on them at Punch.

No, you look like a rock.
You'll never receive random UVs on weapons you buy.
The Sealed Swords you see with UVs are ones that players have taken to Punch and rolled on.
