so i bought a guardian armour pack for my friend for 13kce on steam. hoping we would get a prizebox. is this a bug or something?

Have you added it to your library? If so, it may be a bug with how the client handles DLC. I believe the Guardian Pack and the Operation Crimson Hammer DLCs don't contribute to Test Server requirements, so maybe it's the same for promotional items?

Guardian Armour Pack and Operation Crimson Hammer doesn't come with boxes and doesn't give test server access.
