About 10 days, may be more, I cann't connect to server.
Every time I've message "Either there is a temporary network outage or the server is not yet fully operational. Please wait a moment before reconnecting".
Not matter - client or browser - message is same.
Before I've not any problem with connecting and playing.
All computer settings are same, internet working without any problem.

I had same problem for a day, solution is to change your DNS server i used google DNS server since they claim to be fastest but there are other free DNS servers if you want wider selection.
I can't give you complete guide for setting DNS server since i dont know which OS your using but its not rocket science, you should be able to do it on your own.
Hope it solves your problem, it worked for me
