Not sure if it's the fastest, but...

18-Minute Run
At least they have footage of it. From what I've seen, around 17-18 minutes is where everyone hits the glass ceiling in terms of speedrunning it.

We use to do 21-22 minute FSC runs that involved killing -everything- when I was in Unity. (Back when Unity was a very top tier guild). So some reason I find 18 minute runs of people killing nothing not impressive.
