Strong shields such as Plate Shield and Boosted Plate Shield would lose less than half shield points after a bash
Weak Shields such as Firebreak Shield and Bristling Buckler would lose more than half shield points after a bash

Not bad. Maybe. What's your definition of a "Strong" shield? All of them are "Strong" in their own way. No shield is UP (excluding Omega and Ancient plate)
Ancient Plate and Omega aren't underpowered, they're underestimated.
When I write strong I mean much HP on the shields
Prehaps the way this should work would be to add a new bar added to all shields called 'Weight' that modifies the power of Shield Bash
So (base shield bash damage/knockback) x (shield weight) = (Shield bash damage)
Plate Shields have the same health as Breaker Shields or Bristling Buckler upgrades of the same star rating.
shield bash is done as a percentage. If it has more health it deals more damage.
Personally I think shield HP should determine power. Currently, all shields have equal power, and are drained of half their HP. The issue here is that shields with a large amount of HP are drained more than shields with less HP. This is a problem...I think for the increase in HP loss the bash should get stronger.
