tl;dr version
Players can buy lottery tickets, half the crowns from each ticket goes to the lottery. There is no cap to the number of lotto tickets a player may buy. All lotto tickets are automatically used at the end of the month/lotto during the jackpot drawing. The lottery already starts with 10,000 crowns in the jackpot. 3 winners, first pick gets 50% of jack pot, 2nd winner gets 30% of jackpot, and 20% of the jackpot goes to the 3rd pick. Any player picked once can not be picked again. The lottery station is in the arcade section of Haven. Winners are sent the CR over mail.

First things first, lets cover how the money for the lottery is collected. The most common way is from players buying lottery tickets. Each ticket costs 5,000 crowns. For every ticket purchased 2,500 crowns are added to the lottery's base 10,000 crowns. The total number of crowns earned in the lottery will be displayed in the arcade at a special lottery station. The lottery station is ran by two NPCs, Harweld S. (gremlin) and Timothy V. D. (a Devil-IT). A player can buy the lottery tickets from Harweld while information on the lottery like the current number of crowns and how it works can be found from talking to Timothy. There is also a bill board above their station section will also show the amount of crowns in the lottery. It will update every 5 minutes to avoid it causing frame drop from constant crown change. You can still see the current crown number by talking to Timothy if you don't want to wait for 5 minutes.

Now lets cover what these two NPCs looks like.
Harweld
Harweld is a relatively average dark fang gremlin scorcher that decided to pair up with Timothy as business partners. He can often be found wearing a dark silver hoodie with alarge pocket at the top area of the pocket and has a zipper to open and close it easily. He often can be seen with lotto tickets poking out of this pocket when it is not zipped compactly shut. His left ear has a red ring piercing, his right has a yellowish green ring piercing. His goggles have a spiral shape in the glass with a deep green color, or simply just a line if you want to be lame.

Dialog
"Welcome to the Haven lotto! if you have any questions on it feel free to ask Tim. -points to the Devil-IT- I am the sales men of the lotto tickets, so feel free to stop buy and pick up a few.
Option a) brows items
option b) "No thanks, not looking for any tickets right now."
if option a) bring up store menu. The store will always have Lotto Tickets for 5000 crowns. Depends on how many tickets have been sold he will sell other things, like materials and some accessory.
Material list
Any type of shard is available for 70 crowns each once 5 tickets have been sold.
The fallowing will be available from him once 10 tickets are sold for 110 crowns each : Gel drops, scrap metal, bronze bolts, ecto drops, beast scales, drift wood, gremlin gizmos, fayed fabric,

The fallowing will be available from him once 15 tickets are sold for 150 crowns each : cooling cells, fuel canisters, waste modules, power cells, owlit feathers, sharp fangs, critter carapace, red wood, force dynamo, fine fabric,

The fallowing will be available from him once 30 tickets are sold for 1000 crowns each : iron wood, phila of phear, mug of misery, chroma tear, corrosive acid, zee core , toxic cores, brute cores, silver coils,
Timothy
Timothy looks similar to most Devil-ITs but i often seen wearing cool round shades instead of the normal glasses. His left ear is pierced with a yellow green ear ring while his right has a red ring. He also wears a electric blue bow tie with a yellow green edge to it. Often this has to be pulled on for any one to get his attention during the final days of the lotto as he is busy crunching numbers. During these final two or three days of the Lotto he will be in over time mode, during this he will have slightly more grouchy responses to players.

Will add more after school.

You are experiencing a PICNIC ERROR!

This has a flaw: it's virtual gambling. Punch has the same issue, but this is much more direct.

I'm not really sure how to fix it...
