In my alt account [non-steam account] it shows that you can get 4 Storm Prize Boxes from buying Guardian's Pack, but when I use my Steam Account i can only buy the Guardian's Pack from the Steam Store, after I bought it I didn't get the Storm Boxes, I read the announcement that they do not include the Prize Boxes from the DLC on Steam. So non-steam users gets the Boxes but the steam users don't get the boxes from buying Guardian's Pack even though they paid the same? How is that Fair?

Non Steam Player - Buys Guardian Pack and the server gets the ok to give said player the items.
Steam Player - Buys Guardian Pack and then clicks on the game name in the steam library. Then "downloads" something. Activating the "DLC" gives the server the ok to give the player the items.
Is there really any difference in the long run besides being able to trade the "DLC" on steam?

Its because whenever someone is gifted anything with a purchase on steam, Gabe Newel eats it.
Steam users can gift (or re-sell) the DLC since it's a.... DLC.
Non-steam users can't use such feature, they buy the pack for themselves only.
Does that balance it out?
I's steam's way of handling DLCs anyways. Don't blame it entirely on the game.
