There is no limit on how many paid accounts you can create, or are allowed to have, on one computer.
As a general rule, you may use up to 3 free accounts simultaneously.
Multi-account abuse is dealt with on a case by case basis. You'll generally know if you're doing something wrong, and if you don't, I'm sure the GMs will give you a friendly warning about it first.
