Well I was Playing As Normal Kept trying to get to rank 5 But I noticed after every mission the bar wouldn't even budge why is that?

Neither Prestige, Danger, Expansion, nor Arcade Missions will affect your knight's rank in any way. The "EXP" I believe you are referring to is prestige, which does not affect your knight's rank. Rank missions will only affect your rank.

Well I mean The Stuff Used to rank up With Is Not budging What so ever ive had to create a new profile just to keep on with trying to have fun and do stuff and What rank missions now I know I might be a noob some times but really I complete these every day until 0 mist or energy is left and it doesn't move WHY

You can't beat the same mission twice and get credit both times, it doesn't work like that. If you want to rank up, you need to beat the missions you don't have a check mark for.

You don't have a full
set of 2 star gear for the Hall of Heroes, maybe? You cant get to the 5-1 mission without reading the hall of heroes description and talking to the knight with the snazzy hat while wearing a 2 star helmet, armor, gun, shield and sword.

Assuming he's talking about Heat system (Thegreatpiggy's view):
Most (MMO)RPGs have this level system most people should be familiar with in flash RPG games etc.
What some people might not understand is that Spiral Knights does not work like that. Heat level is used to increase the power of a certain single item and that item only. Your Knight has no level, your "level" is judged by the overall stars of your (best)gear. If you had a set of 2 star gear you will be called a 2* Knight. If you only have a set of 0 star gear you'd be called a 0* Knight and so on.
After a while the levels you do won't give you enough heat to level up your gear anymore, or if you reach level 10 the gear is "completed" and requires no more heat to hit it's full potential.
Assuming he's talking about that blue bar on mission screen (other's view):
That bar does not move no matter what prestige you have, it's a PROGRESS bar, NOT a level bar. It shows you your progress to your next "rank", except even rank means nothing. Just play the game, complete individual missions, ignore Prestige missions if you want that "bar" to progress. If a certain mission, the Hall of Heroes, require you to get a certain star set such as a 3 star set, then get it before attempting to qualify for completion, and you may progress. Now this is the annoying part: Grinding FOR the gear.
Again, there are no level systems in SK, so don't get too worried about "XP".

As for the topic, what everyone else has said. You need to do missions you haven't done before to rank up. Rank, not level. SK has no levels. (that do anything, at least.)

Not sure if you're an impostor or an alt. I'd recommend you clarify before the GMs warn you for imposing/sockpuppeting.
Either
a) You are not getting enough heat per level to look like a difference
b) Well, bug reports
