There is no service to remove a UV, but you can remove a UV when you upgrade the item, and you can remove the UV when you pay Punch to give you a new UV.

I don't know what you mean. If it all has ASI, then it will all be fast. See the wiki page Abilities to learn about ASI and similar bonuses.

Menders can heal themselves. Oilers heal when burned (they can't do it at will tho).
Oh, right. Also, quicksilvers heal when they spark, right?
yup when quicksilvers use Self electrify/gets shocked they heal, speed up and become Invulnerable
