I have a tier two character. Every PvP match i go into is full of tier 3 players. I am constantly getting 2-shotted by these players. I haven't found a way to match up with tier 2 players only. Is there a way to que tier 2 players only? If not can you make it so tier 2 players only PvP'ed with tier 2 players.

Are you really really sure? Having a T3 loadout is the only explaination possible

You aren't mixing up tiers and gear star rankings, are you?
If that's not the case, I have never heard of this happening before - unless you mean there are dusker vanguards with ASI VH flourishes and you want a match without those people. In which case, tough luck. :/

my equiptment is the brandish, wolver cap, wolver coat, defender, brandish, and the blast bomb. Those are all 2stars. when i go the to coliseum it says i am tier 2, yet when i get in a LD match i face tier 3 players

Klipik is right, you're confusing the concept of tiers and stars. Tier 3 doesn't mean a 3 star set.
T2 Lockdown is made for 2 and 3 star weapon/gear.

These things might be happening:
#1 You have a 4* or 5* item equipped
#2 You have a tier 3 loadout marked PvP
SOLUTIONS:
#1 If it's a shield or trinket, unequip it. If it's a weapon/armor piece that's tier 3, replace it.
#2 Unmark the Tier 3 loadout PvP
