Imo, using any normal defence only-item in Tier 3 is a step to grave. I don't suggest using it.
Just be aware, having high normal defense does not mean that the armor is powerful. If you are looking for general purpose armor, I'd recommend Vog Cub coat and Divine Veil. An Owlite shield is a fine general purpose shield.
Common sense. Why would they give us lots of armors to chose from if just one of them is "the best".
Exactly there isn't an overall ''best'' but only bests in their own categories, and because I'm too lazy to level 14 sets of armor, I need a general purpose one.
Ellthan-Cosmolion, your first question was about the armor with the most normal defense. Your question is now about general-purpose armor. These are not the same. (Read the wiki page "Damage" to learn more about how monsters inflict damage.) Which one do you want?
As the others have suggested, Ancient Plate armor is the only armor that has only normal defense (no piercing, elemental, or shadow defense). It also gives you extra health. But it also gives you offensive penalties, and its status protections aren't very good.
If you really want one general-purpose armor set, then you want some balance of normal, piercing, elemental, and shadow protection, as well as protection from the most important statuses: shock, fire, freeze. You'd also like some offensive bonuses. Consider Divine Veil with Skolver Coat. If you want more options, then try pairing Radiant Silvermail with some normal+elemental hood, or Dragon Scale with some normal+shadow piece. If you want even more options, then give up piercing protection (which is arguably the least important protection). Oh, and if you want outstanding offense and you don't need much defense, then certainly go for Chaos.

You still haven't clarified whether you're looking for strong normal armor or strong general-purpose armor.
No such thing as greatest. If you really want easy mode, you need to find the matching defense for each area for example wyvern/dragon scale for c42 danger mission, but it's bad almost anywhere else. And game is not designed to be tanky unfortunately.
Just as Bopp said, one of the best general purpose sets is Divine Veil + Skolver Coat.
Seeing as the most common mission done is obviously FSC, I'm going to assume that you'll be doing that. So, I recommend that you go for Divine Veil + Armour of the fallen. It isn't the best looking together but think about it. Mainly Shadow resist with some elemental and normal. No fiend penalty + lots of fire resist + some shock.
I've always wanted a full Ironmight set pierce max + Volcanic set elemental max so it has 10/10 bars of defence against normal + pierce/ele :D Or Ice queen.
I've been told by VERY experienced players who have tried Divine veil + Skolver coat, they've said it's terrible. Overall it's about maybe 3.5 bars of defence each and maybe 4 for normal? Or something like that...
So for a general purpose I recommend that you get Ancient Plate set. But if you can't access KoA yet I suggest maybe plate set up to 4*? Pure normal and RIDICULOUS amount of defence. At 3* You have maybe around 5-6 bars of defence at L10? That's as much as Chaos W/o the elemental + Bonuses.

If you want general purpose armour, grab gear that'll give defences in shadow, elemental and normal: Divine Veil, Volcanic Plate, Skelly, Shadowsun, etcetera depending on what you use. For shields, either take Omega Shell or Volcanic Plate.
Personally, I'd say you'd want to grab the Veil, a piece of elemental/shadow armour, and Volcanic Plate Shield. You'll get a bonus against Fiends, at least.

I do.
Most areas consist of only Normal damage and a single type of special damage, sometimes with little bit of another thrown in for giggles. For example a Wolver Den is mostly Piercing but you can get some Elemental from Lumbers if they show up. Also in Tier 3 enemies do a lot less Normal damage and a lot more special damage, so your Normal defense doesn't matter nearly as much as the Elemental/Pierce/Shadow does. So the best advice I can give is level three sets, one each for Piercing, Elemental, and Shadow.
You can pick whatever you like for the sets, but the Wolver lines are very popular if you use Swords, as is the Barbarous Thorn Shield.
Skolver Coat and Divine Veil used to be a popular setup before the Arsenal Stations were added, it gave some defense versus everything. At the cost of being really good against nothing.
Or if you are good enough at dodging enemy attacks you could always go Chaos also, just remember that statuses really hurt in that set.

Yeah, skolver+divine was recommended to me early on. It's good for unknown areas, but generally I prefer chaos set if there's no fire/shock, and divine hood+volcanic demo suit if there is. I really need that extra bomb ctr. And being "really good against nothing" is similar to how normal-damage weapons work, so it's not such a bad thing per se.

In my general experience, I think it's safe to say that shadow defense and elemental are the best; in short, Gremlins and Fiends are the most annoying monsters ever but the rest are nice guys.

^This. A couple of Slime family monsters aren't nice, and the Alpha Wolvers are a pain but all in all, those^ two families will be the biggest headaches.

Ancient Plate set. Doesn't make them powerful, though. You'll find that Ancient Plate Helm has about as much total defence as any other item in the end.
