I made an alt, and it has yet to do Crossing the Chasm mission, yet it's able to access Haven. Well the simple way would be Invite to Guild-> Accept -> Go To Guild Hall -> Exit below
Bam! You're in Haven. Though of course, you can't access the 4 Gates.

Yes, you've been able to do this since the game came out..well known, old bug.
Actually, before the missions, going to Haven would lock you there, and you wouldn't be able to return to rescue camp. (effectively bypassing the tutorial level) The mission update stemmed this by requiring you to need a guild to get to Haven, not just a friend standing in Haven.
Well you don't really need to have a guild, you just can go in any open Guild Hall and invite someone from the Rescue Camp there.
You're always sent back to the Rescue Camp until you complete the tutorial missions, however.
