If you are new to T3 and want ASI quick, go with vog. It will not only cancel the ASI on the cloak, but gives a free ASI low. If you got a full set and got full sword ASI trinkets, you got ASI max on any sword.

It depends, really. My melee footwork is actually not as good as some of the other recons I know, so I generally use swords when I'm laggy or if the other team isn't too nimble. For tough fights, I use a pure mobile gunslinger set:
Justifier set [piercing def, max ASI with guns]
2x Trueshots [vh dmg]
Hail Driver - for the 1v1s and outnumbered situations
Storm Driver - primary gun
Umbra Driver - for damage/countering elemental defense
Valiance - for gunfights :x
I sometimes swap Hail out for either Nova Driver (if the most dangerous person on the other team is a shadowsun/kat-hat/snarboalx) or Stagger Storm.
Despite just wanting to be a dangerous all-around recon, I somehow ended up finding my answer in guns, following a silly skill-based theorycraft that "if you have perfect aim/prediction, you can keep interrupting them before they hit you".
Unfortunately, in reality, my aim is far from perfect (I just came from some really terrible matches where I had trouble finding the distance to lead), and I actually have more trouble vs striker gunslingers than anything, but when the latency is nice, I can really feel the potential in it.
There are actually a lot more nuances to my actual playstyle (ex: I don't alternate guns), but basically, things that get shocked near me will probably die.

Really random aside, but when I first started experimenting with gunslinging/recon guns, there was a certain mechanic that let your alchemer shots bounce off yourself and other teammates. With my shock-based tactic, I found that if you circled up close during shock, you could double-ricochet off yourself and back to your enemy, leading to insane near-instant-kills.
Even though that mechanic is long gone, I still prefer ultra-close-range combat (while I can't self-ricochet, it's still possible to double-ricochet during shock if you angle it right). It's really risky and probably gets me killed more than I should lol.
