There is currently no known info on if the promo will ever return or not but I'm sure it will.
Purely speculation but I have a feeling they'll be doing something like:
"Beat the Heat with these cool looking accessories."

That's because you would expect the solstice event to happen on a solstice, in this case summer.
I'm guessing that they'll release the solstice event again when they release pets, if they had released it on the 21st, it would've been to close to the storm event
...who cares?
