I have vile striker and swiftstrike buckler and if I buy vog cub set I would have hit the cap if it exists.
does the cap exists, if not how do you see speed after the max on equip stats?

The bar doesn't move. You need a Medium or higher Increased Attack Speed UV on the sword to hit the maximum with Vog Cub equipped.

I actually keep forgetting
I actually keep forgetting how this works. I have two questions.
1) how do the UVs stack to hit maximum again? Isn't it like a 6 point scale?
2) also say I have a UV of Shadow Res Maximum on my armor - does that mean my shadow resist is maxed out or simply the MAX that armor can reach? In other words would it be a waste of potential resistances to get two pieces of armor that are Shadow Resist Max (this is just a for instance)

Yeah, it's a 6-point scale:
Low: 1pt
Medium: 2pts
High: 3pts
Very High: 4pts
Ultra: 5pts
Maximum!: 6pts
To check resistances, open the Character status screen (with your equipment on it), and mouseover the helmet on the bottom left corner. It should tell you your total defenses and resistances. If the resistance bar is completely filled, it's maxed out. I do not know if you can stack UV resistances above "Maximum!".

med + med = vhigh (2+2 = 4), med + med + med = max (2+2+2=6) etc.
I'm assuming you mean Shadow Def not resist but that's the highest the UV can reach, not the max defense the armor can have. I don't know if there is a hard cap on defense (i.e. max normal on omega shell or max pierce of dragon scale helm etc.) but outside of that, max for def/status just represents the highest amount of defense/resist that the UV can have on armor. If you had a helm w/ shadow max and a suit with shadow max those would indeed add up in your total armor.
Max attack speed is Maximum.
