One of my friends that used to sell these was warned by OOO to stop or be banned - you should only be selling things that you can trade using steam trading apparently.

Thats just his rate, you idiot. It doesnt mean he is looking only for CE. You can offer a 15k CE item (for example, an ASI VH Sealed Sword) as long as you trade it with a rate of 750 CE per $1.00
The Non-Negotiable part simply means you cant haggle the rate down to less than 750 ce per dollar. Dont make yourself look stupid next time.

It could mean that Nj is just after CE. Not Negotiable could also mean that hes only set on CE and not trade. I think the meaning of Non Negotiable is that you cant discuss further as the person is set on a pricing. By the way, I think its wrong to criticize people if they make a mistake?
