I know and I heard that, that is not a bug.
I do only have boltbrand for the tier 3 weapon but I'm using the tier 2 loadouts and the game still thinks I'm tier 3.
My guildmate said that I have to click the swords icon in the loadout page, but it's not working.
But i still don't know what that sword icon is used for.
The game send me in to the tier 3 LD when im tier 2

PvP vs. PvE, loadout tier
To expand on what Skye-Lightning said, there are three simple rules that you have to understand. These rules are actually quite intuitive, once you realize that they exist to prevent players from using too-good equipment in Lockdown.
PvP marking: Each loadout is marked with either PvP (crossed swords) or PvE (parallel swords). You can switch the marking from PvP to PvE and back by clicking on it.
Loadout tier: A loadout is Tier 1, Tier 2, or Tier 3 based on the highest-star item in the loadout. For example, if a loadout has one 4-star item and everything else is 2-star, then the loadout is Tier 3.
How they combine: When you enter Lockdown, the game inspects all of your loadouts that are currently marked PvP. It finds the one with the highest tier. You are placed into that version of Lockdown.

If you have trouble understanding them, then just ask me.
Q: Why do I go to T3 LD when T2? A: If you are equipped with any T3 (4* - 5*) item, remove it now (THIS includes trinkets!).
Q: I did. Still says "Tier 3". A: Check your loadouts. If you have a Tier 3 loadout WITH the "Red Swords" or "PvP" icon, simply click on the icon, or the loadout, and change it to "PvE", or the "Blue Swords" icon.

Problem solved.
The sword icon is for changing the player versus mode, PvP or PvE. If you want to go into T2 LD, you must NOT have any higher leveled gear than 2* and 3*. Simply put, you can't have any four star equipment.
