Report them for scamming, and then dust your hands off.

Regardless, it's naming and shaming. Anyway, if other guilds promote this player to member within the first day of him joining the guild (before he gets his ban from you reporting him, if he actually is guilty), then they deserve to have their member storage robbed.
adding something that binds you to the guild until you have refounded it of the materials would solve the problem. for little things it's not necessary, for something like this, it is.

I don't see why people have this moral issue with naming and shaming.
You shouldn't do it because it's against the TOS, like Hex said, but you don't need to act like shaming makes you a bad person simply because its shaming.
Do I understand the problems with N&S? Yes. Possibly accusing the innocent. Though if someone gets worked up over a scammer, and it turns out the guy hasn't done anything, then you can give the shamer a mean look. People will be cautious when shaming people as to not put them selves to shame in the process. That's life. When someone N&S's, tell them its against the TOS, tell them that reporting is a better method, and leave. Don't be writing this "woo w2g" stuff.

Next time you put stuff in guild storage, think of it as an instant loss. If you don't trust members with the items in storage of their rank, move it up to the next (member to vet, or vet to officer). Storage raids are nothing new and have happened to quite literally almost every guild. Nooblets go for the quick cash vendoring almost all the time (I've seen gremlonium and a black kat cowl get vendored). Oh, and one time I saw a nooblet vendor a book of dark rituals, so yeah nooblets will vendor indescriminately.
