Can you complete the game without paying?

I'm a tier 2 knight, friend and I use to play it all the time, but I quit since we got to a part where you almost forced to pay.

Do you have to pay to finish the game?

You must pay to complete Operation Crimson Hammer, a very small part of the game. Even then, if you use Steam, you can trade CE for the OCH pack. Everything else, excluding a very small amount of cosmetic items and artifacts, can be obtained completely free.

Do you know any willing traders of the OCH pack? Also is there any way to pay for it besides cards?

You do not have to pay a penny if you do not want to. Just keep grinding. You will get there. There are thousands that have.

Steam has a built-in menu for game-to-game trading. I don't use Steam enough to know the specifics, but it definitely is there. Often you will see people advertising the sale in /2, so you can start by looking there or on the Steam forums.

Alone, the expansion is $5.95 (although Steam will likely put it on sale some other time; OCH was 75% off in the Summer sale iirc), and you won't be at a disadvantage for not having the gear acquired through the mission. You can get by just fine without it. Hell, I rarely see anyone outside of LD use the OCH-exclusive weapons, and OCH parties are getting rarer by the day.

No, you absolutely do not have to pay to finish the game. It just takes a while, including a lot of grinding. People who pay money essentially just get to shortcut the grinding and reach the "end" of the game faster. Operation Crimson Hammer is a bit of an exception, but even it can be obtained for free if you play through Steam.

In other words, I agree with all of the previous posters. I guess I posted just because the original poster seems skeptical.
