On elite difficulty and stratum 6 it's pretty much Eternal-only territory.

They're all over Tier 3. Try playing The Gauntlet.

Everything on Elite. Everything with lots of treasure boxes(Arena, TVs, Gauntlet, and SLs if you can afford). You'll get plenty.

many tier-3 missions
I've gotten Eternal Orbs in many of the tier-3 missions (anything after Built to Destroy!). For example, I've found them in Spark and Roar on two occasions.
From playing arcade (in boxes or from drops), completing missions and also from the supply depot shop(if you really need it and it refuses to drop for ya).
There's a higher chance of it dropping in Tier 3 zones.
