Is anyone else experiencing almost game-breaking lag? It's quite literally taking 2 to 3 minutes to load an area, and my blackhawk bullets are pretty much non-existent.

Java. Without a darn powerful computer, you'll always have visual lag when running games coded in java. Same goes for flash.

Should I try deleting programs to make more space for stuff? Does that decrease universal lag on my computer?

Try updating java? And no, deleting stuff won't solve lag issues.

Edit: I updated/reinstalled Java again. It doesn't seem to help.
Corrupted Data and/or Bad Computer. You are describing graphical lags, which are of most non-existent to other players. Consider looking here.
Try validating integrity of the game, and if necessary redownload it.
