Didn't see these in the new Hall of Heroes, at least not the 3 star one. Are they in the higher Halls, or available some other way?
Where would I find upgrade recipes for Boss items?

In general, if you need to know where you can find a particular recipe, just look that item up on the wiki. For example, the wiki page for Argent Peacemaker tells you exactly where you can find its recipe (Basil).

They don't have them there. You actually have to *GASP!* go into the Arcade and *GULP!* find Basil the Traveling Merchant!
