Im sure its a bug. How dash, an action that dont damage anyone, and wont affect any of enemy monster can be considered "Attack" and cancels cloak skill, while shield bashing, a thing that can affect enemy in great degree dont do anything to cloak?

Since moving could be considered action too...........

Hmmm, now that you mention it, moving is an action as well. I didn't think of it that way when I read the sprite skills on the sprite preview announcement.
But, anyways, I would like to petition that none combat wise actions shouldn't cancel shadow cloak as well. (Like taking pills and dashing)
Actually, the bug would more likely be that the cloak doesn't cancel when you shield bash because the description is "Shadow Cloak is cancelled if you take damage, attack, or perform any other action.". So the real bug is the fact that shield bashing doesn't cancel the cloak is the real bug.
