The patch notes are a little ambiguous. Do you get the maximum number of tokens when you start from the beginning of a tier, from floor 1 of the gate, or from the terminal between strata? I know it's probably the first answer, but I want to be sure.

Which is complete bull anyway. I started at the beginning of tier two on Jelly King and he only gave me three tokens when I should have gotten five or six.
You can never get five or six. There are only 4 levels from the Terminal.
The way I interpret the release notes, you get a random number between 1 - x, where x is the number of floors you completed since the Terminal (so I guess the Jelly King room counts as "completed" for this matter). I guess the number of tokens gained was random before (3 - 4), so I'm not going to rant about it being random now...
How would I not get five or six? There are four levels before Basil. Then there are three more levels after Basil before you get to the Jelly King.
It is stated that the run starts from the Terminal.
