I've seen this happen on two friends' accounts and neither had heat bonus. (My stuff is all heated, which is why I've never seen it myself.)

Clarification
If an item is levelled but not yet forged, or it levels when you step on the elevator, the excess heat goes to other items instead. However this is not shown by the heating animation so it is the animation that is at fault. Before forging was introduced if an item reached level 10 (and showed "-Complete-") then the animation for other items would speed up to represent that. This means the bug arrived with the forging system.
I'm thinking this may be due to the 25 percent heat bonus?
