Fire, for me, has been a killer more because I get smacked down to one pip left and then torched. The first fire tick eats that last pip before I can meaningfully get to a pill to remove it T_T.
Of course, I'm a knight who also runs around in almost every situation with Black Kat Cowl on when it comes to the Arcade so I reap what I sow.
What I do, is use divine veil practically everywhere, and pair it with one of the 5* wolver coats. But, I also switch between combinations for situations. If your helm isn't gonna have fire resist, go for fire uvs on a Vog cub. It all depends really, so you can, like Bopp said, have something awesome for each situation, or one thing great for everything.
In short, get an all around set or get sets all around. Stacking uvs is a better safe than sorry kinda thing in a way. Fire, shock, freeze, they are important, so a Divine Skolver set with tripled Max uvs on each piece could be an all around set, but a mixed snarby/skolver might fair better in those totem trouble levels.
Well, everything is situational. But some rules of thumb, to get you started, go like this...
You want to stack your resistances. This is because you will eventually have multiple armor sets, and you want an awesome armor set for each situation, rather than several good armor sets for each situation. For example, if you're going into a fire-themed arena, then you want a set with tons of fire protection; you probably don't need any freeze, shock, or other status protection in that arena.
Yes, resistance against the important statuses (mainly fire and shock) is more important than damage protection. Shock is a killer. No matter how much damage protection you have, you can die quickly if you get shocked. Fire is not quite as serious, but fire threats are so common (Firestorm Citadel and Fang of Vog self-fire) that it's worth protecting against. Freeze is also a killer, but freeze armor doesn't seem to help a whole lot in practice. Poison, stun, curse, and sleep are less important, in that order.
I don't have detailed, recent data, but having a large amount of damage protection UVs might sometimes let you survive *one* more hit from a monster. So, no, it doesn't make a huge difference. This is why shock and fire are more important.
