While most go for Suda I would say Triglav is better out of the two. The freeze on Tri may sound like a hazard to you but in reality it couldnt be more safe (if used right, it can still turn out bad if you are careless). The reason why I say it is safe is that the chance to flinch and freeze both are quite decent (around 90% flinch and a 70% freeze from what I have seen). Once frozen and flinched they stop attacking for a second allowing you to back up and charge again, resulting a bunch of chain charges. A thing to note though is that you should never use your second attack as it has a chance to freeze and leave you very open to attacks.

The Tri gets the short end of the stick though as its a pvp reward and thus a lot less people use it (only seen three people have it on, including me). All in all the Suda is easier to get, you can use both first and second attacks and its charge. On the other hand you have the Triglav that has a amazing charge (if you would like to see it send me a mail and I can run arcade with you) but is limited by its price and first attack only.
