If I have the book of Dark Rituals, can the Cowl still be obtained?
Or do I have to wait until the next Kataclysm (Same thing for Ancient Pages) ? This will play a major role in whether I purchase a Book or just get a Cowl.

Yes, you can take your Book to Moorcroft Manor and summon Margrel. The fight is not easy. You might want to have a good team.
What you can't do, because the promotion isn't running, is find new Books of Dark Rituals. You also cannot find Ancient Pages. You also cannot redeem Ancient Pages, because that vendor is not in Haven.

Just a few more questions before I drop a lot of CE (What do we call Energy now? Just E?).
Is the drop 100%?
Can I get more than 1 hat?
Are the hats unbindable?

Drop rate is 100% for sure. Not really reasonable if the owner had the rare chance of getting a book and not getting a hat and no, only the owner of the book gets the hat.

If you win, then you will receive a Black Kat Cowl, with 100% probability I think. I've never heard of anyone not receiving their cowl. Keep in mind that only the person who brought the book gets the cowl. Also, winning the fight is not exactly easy...
There is nothing stopping you from getting more than one cowl, except of course rarity. Yes, you can unbind Black Kat Cowl.

If the book is consumed on summon, why bother paying a n extra 6-8k ce for it instead of buying the Cowl?

if i recall correctly they want you to pay 6-8k ce extra because you will have the chance to fight a new boss that in other means you cannot fight if you dont have the book. if you want the cowl without get all the trouble fighting the boss just buy the cowl (also you get some acient book pages if i remember pretty well the event).
