I've tried to play this game and I range from 13-20 fps according to fraps. I can't see any reason why this should be so low with a brand new 7850 graphics card, overclocked of course, and a 3.2GHz 6-core CPU. I've looked around and tried a few various fixes including switching to 64-bit java and 64-bit java version 6 with no improvements at all. What's wrong here?

This game has an old engine
This game has an old engine that was written on java and uses opengl. Many players with radeon 7xxx have issues with textures, and all players have low fps in some places with high settings. I don't think that OOO will improve it.

In Minecraft
But I play an old Minecraft (Writen in old engine on java that uses opengl) and the game just runs fine (60 FPS when using Vsync, aprox. 100 when not) but spiral knights doesn't pass 20...

In the Advanced Video Options have you made sure that the Antialiasing Level is not set to an overly-high value? This option can sap performance very quickly.
Try adjusting settings. I need to put quality to lowest every time, otherwise I get like 1 FPS.
