I would like to create winmillion with recipe, but i most have arc razor with 5 level, i know, i most forge to get bigger level, but for using forge, i most USE my arc razor, and if i will USE arc razor i cant use it for recipe. Question: how i can level up my sword without using it?

Is your 3-star sword currently at heat level 1? Then you must equip it and heat it to heat level 5. As soon as you reach heat level 5, you can upgrade it to 4-star. (You can also upgrade it when it's at heat level 6, 7, 8, 9, or 10.)

That statement is incorrect. You will be able to upgrade the sword. You do have to unequip the sword, to upgrade it. Does this answer your question?
By the way, when you equip the sword, it will become bound to you. That is no problem for upgrading; bound items are upgraded all the time. However, a consequence of this rule is that all high-star items are bound to their owners, and cannot be traded without incurring a large unbinding fee. This is a key aspect of the economy of Spiral Knights.
