no black kats for me : (

I have not encountered a single black kat and i have just completed the 9.2 mission 12 times in a row set to elite.. am i just unlucky or is there something wrong with the spawn rate ? Is there a better chance of coming across them in the arcade or is it totally random?

At this rate there is zero chance of obtaining the hats for me *sadface*
