Basil (Depth 13) not selling anything

I was doing a Clockwork Arcade Run in an attempt to buy the Twisted Targe Recipe which is found at Depth 13. However, when I got there, Basil did not sell anything. This is the second time happening. The first time it happened, there was another person in the party and he could access what Basil was selling properly, but I couldn't.

You have to join a party at least two depths above the terminal for Basil to sell you anything.

AFAIR, Basil always has recipes, but with a 0 on the corner, meaning he doesn't have that recipe on stock...

Nope. BEFORE, basil did that. Now instead of showing a zero, it simply hides the recipe from the inventory.
