I'm in the clockworks, I kill a Black Kat and lo and behold, I get no pages. If this is intentional, no one told me..... I'd sure like those three pages...... Ahem, to add to the insult, the guy next to me who was playing on advanced got three, but I, who was playing on elite, got none.
No ancient pages.....

If you would like to look back at the announcement for the event, it says, Black kats often, but not always, drop Ancient Page tokens (1 token in Tier 2, 3 tokens in Tier 3).

They always drop Tokens. If their spawn is predetermined, they will not drop tokens. (IE: End of their unique prestige mission)
There are other ways to cause them not to drop tokens such as Joining a Party when finding one or dying when the Black Kat was defeated. But other than that, Black Kats will ALWAYS drop tokens unless it's a predetermined spawn.

sometimes they are invisible but you can still pick them up.

It was not predetermined.
It was not predetermined. They were not invisible; they simply weren't there. As I've already said, I was there since the beginning and had not died during the Kat's "life".
If you joined a party where the black kat is already spawned you don't get anything.
