I've seen this happen to every haven at some point over the years.
Notice the 2 bar connection, odds are Haven 1 had just recovered from a crash. The haven doesn't actually crash, but it becomes unstable and starts denying any incoming players, as well as becomes laggy enough to either disconnect or make the players want to move. It happens from time to time, it's not a concern. Just game instances having little hiccups, They tend to recover from it very quickly and repopulate.
I've seen an empty heaven, but it was heaven 12. I mean, heaven 1 empty. it's usually a trade center.
