Can't Upgrade Fireburst Brandish Into Flamebrand

I have all the materials, the recipe, and a level 6 Fireburst Brandish, but it says I don't have the Fireburst Brandish.

Let me guess, you have the fireburst equipped. You can't upgrade it if you're 'using' it.
