That's because here we have separated roles. While Equinox focuses a bit more on the wiki, there are other english GMs working and attending to bug reports, submitting patch notes, etc.
Spanish, french and germans have only 2 GMs working on everything for their respective communities. I'd assume they have less free time to do wiki stuff.
Well, you're asking this question on the English Spiral Knights forum. So you might not get very good answers.
The core of the Spiral Knights wiki is edited by Three Rings. For example, when the 2013-07-30 update came out, Three Rings employees such as Equinox wrote lots of pages on battle sprites, the new energy system, etc. However, Three Rings depends on the players to fill out the rest of the wiki.
I do notice that there are lots of red links on the main page of the German wiki. I agree that the state of that wiki is pretty bad. It seems that Three Rings isn't even putting in the effort to make sure that the basics are there.
