How about instead of increasing the CHANCE to drop hearts, to the point where you can barely tell it did anything, they make it so any hearts you pick up for a certain time are doubled? Wouldn't that make it much more reliable? And since it depends on the hearts already being there, it's not really exploitable to the point of op-ness...
An idea to make Heart Attack more useful and less luck-based!

To get hearts when they need them most. Even with the RNG factor, people need certain things to spit out hearts when they need them.

Dropped hearts are already random. Increasing the chance of hearts dropping like it currently does is less random than what you're doing.
As neat as it sounds, it ruins the reason anybody picked up Seraphynx to begin with.
