I haven't played LD in a while so...
PvP 600: Against the average player, it basically makes an impassable barrier. However, it tends to invoke a lot of Polaris spamming, and better players will have shock immune gear (said players tend to be the ones that you can't really out-fight 1v1).
PvE: 800: It is spectacular for crowd control. Keeps enemies from moving and attacking, which is really all you'd want your status bomb to do. However, against shock themed enemies, it's useless. Also, it works against weapons that rely on knockback/moving enemies, like a Combuster charge.
I like Voltaic Tempest a lot in PvE. It's a little bit of crowd-control and a little bit of damage. If the enemies are tightly clumped, then it can even deliver a lot of damage, due to shock's area of effect. I use it fairly often.
it is extremely useful in PvP UNLESS an opponent has it also and has mercurial demo stuff.

I don't play PVP
So far, in PVE, it's usually half as useful as Ash of Agni (which deals MUCH more damage), Stagger Storm (which slows them down MUCH better), or Electron Vortex (which maximizes the shock damage as well as keeping them penned).
The only time I use it consistently is against kats and mecha knights, because it noticeably interferes with their attacks. Which it's SUPPOSED to do. How come when I get shocked, I'm spazzing for an entire second at a time, but when most enemies get shocked, they don't even blink?
Getting a little meta... When I played Lockdown, I'd used VT quite a lot. If someone is standing there Polaris spamming then they aren't killing your teammates and, hopefully, aren't controlling a point. (It is rather easy to dodge, and people tend to use predictable patterns.) If this forces them to switch to full Mercurial from Skolver/Chaos then you can go 1v1 and have a better chance than before. So usefulness in PvP - 900/1000. -100 for going up against the occasional players with immunity.
In PvE, it is fun and practical for all the reasons listed above. PvE - 800/1000 The -200 is just because it isn't the best for every situation. Ash can out DPS it in many situations. Shiver can out CC it in many situations.
This is because knight interruption works very differently from monster interruption. For a knight, even a proto gun will interrupt all of your attacks except for charge attacks, which can't be interrupted save for getting shocked.
Monsters have interruption resistance, and can be stopped by some attacks but not others, and shock does a very low amount interruption unless the monster in question is weak to it, which is the case for kats and mecha knights.
We simply work under different rules, and I'm not sure why our interruption is seperate from monster interruption. Could be interesting if plate mail let me swing my troika around uninterrupted, I say.
See that's the problem. Why can't they make players and monsters have the same status rules? Stun, fire, and poison (mostly) have the same rules, why not shock or freeze?
Because people who find simple things such as Greavers challenging would rage on the forums until the end of time if we were to take damage upon being unfrozen or take damage when we pick up hearts while poisoned.
Greavers are OP in arenas. It's a proven fact.
And I assumed we took freeze damage for like two years. We have shields anyway. As for the taking damage, enemies don't have hearts, they have menders, and it's far too easy to accidentally walk over a heart.

You can't change opinions into facts. You think greavers are hard, everyone else doesnt. Its that simple.

Enemies don't have shields and they take freeze damage. Looks unfair to me.
It's hard to avoid hearts, yes. Now imagine if you had a mender on your team and your enemies wouldn't want to kill it. Which one is the hardest to avoid?
PvP = 100000000 unless theres the people with shock max on their armors
PvE = 99999999 and a half.
